Ideas concerning poverty have changed. Under Social Darwinism it was thought that families were self-sufficient and should be able to take care of themselves. Those who needed help were grudgingly given some relief as a temporary necessity. However, at the turn of the century, there was uneasiness concerning the possible spread of beggary. The poor were viewed as a potentially dangerous class and were seen as different from the Paupers. Paupers were those
